MINUTES OF THE MEETING HELD ON WEDNESDAY 3rd December 2025 IN THE COULBY ROOM CLAYPOLE VILLAGE HALL CLAYPOLE

25/231 Welcome by Chairman
Welcomed all to the meeting and opened it at 6.50pm. 
 
25/232 Public participation 
To receive questions and comments from members of the public.

items on the published agenda.
Concern how much money being spent on the Community Field and the issues it causes with parking. 
 
25/233 Receive apologies and resolve to accept reasons for absence.
It was RESOLVED to accept apologies Flinders, Maggs, Merrin Proposed Cllr MRo, Seconded Cllr MRe.
 
25/234 To receive declarations of interest in items on the agenda in
accordance with the requirement of the Localism Act 2011 and to 
consider any applications for dispensations regarding DPI’s.
There were none declared. 
 
25/235 Approve the minutes of the Parish Council meeting held on
6th November 2025
It was RESOLVED to approve the minutes of the meeting held on 6th November 2025. Proposed Cllr MRo, seconded Cllr MRe.
 
25/236 To receive District and County Councillor report
2 SKDC bye-elections to be held in December.
New depot for waste in Grantham now up and running.
SKDC – submitted plans to Government for local government reorganisation. 
Spoken to staff re bins on Community Field, willing to put in new bins. 
 
25/237 Clerks Report and update on agreed action points
Grant application submitted and progressing. 
25/238 Financial Matters, as follows;
a. To discuss and agree to appoint the Internal Auditor for 26/27.
It was RESOLVED to appoint LALC as Internal auditors for 25/26. Proposed Proposed Cllr MRo, seconded Cllr CB.
b. To discuss and agree actions relating to authorisation of Unity bank transactions. 
It was RESOLVED to 
have a single user authorisation for payments. Proposed Cllr MRo, Seconded Cllr CB.
Allow Cllr Merrin to authorise payments. Proposed Cllr MRo, Seconded Cllr MRo.
Make the Clerk the administrator of the accounts. Proposed Cllr MRo, Seconded Cllr CB.
c. To receive and note bank reconciliation and bank statements to   
30th November 2025.
It was RESOLVED to note and approve the bank reconciliation to 30th November.
d. To receive and note budget summary to 30th November 2025.

e. To resolve to approve and make payments as per the December 2025 payment sheet.

25/239 Planning – to consider the planning application detailed below
Applications
a. S25/1755 - Outline application for up to 18 dwellings with associated infrastructure. Land North Of St Peters Meadow , Claypole.
It was RESOLVED to object on the following grounds within the settlement hierarchy policy SP2 of the current active local plan, Claypole is still designated as a small village. Within the regulation 18 consultation 2021-2041 draft local plan it was proposed to escalate Claypole to the designation of a ‘larger’ village. This proposed escalation has not yet been agreed or concluded and the review of the SKDC development plan is still underway. 
Therefore, since Claypole is still designated as a small village, and in line with the current active local plan under review, this proposed development is inappropriate and should be rejected.
However if permission is granted the Parish Council would wish to apply for S106 monies for the following Childrens and Young persons equipped space £ 20,963 and Outdoor sports space – £21,113.

a. S25/1852- Take down chimney to roof level, rebuild using as many of the original bricks as possible. 32 Main Street Claypole Lincolnshire NG23 5AD - Consent has been granted.

b. S25/2049 - Erection of dutch barn Bailey Bridge Farm , Holme Lane, Claypole, Lincolnshire, NG23 5AP - REFUSED 
Noted.
c. S25/1597 - Section 73 application to remove conditions 1 (persons employed in agriculture) and 2 (benefit of E. W. Revill only) of planning permission WK5659 (Erection of bungalow and garage). Location: Fairview 7 Main Street Claypole Lincolnshire NG23 5AD – Consent has been granted.

Notice of Appeal
a. Town and Country Planning Act 1990 Planning Appeal: Hill View Stubton Road Claypole - Mrs x has appealed to the Secretary of State against the Council’s refusal of planning permission for: Erection of 1 bedroom annexe associated with main dwelling.

25/240 To receive Councillor’s reports & updates for the following;
Community Park & MUGA 
Quote had been received for a replacement light, to ask if a complete review of lights can be carried out.
Village Hall – no one present
Cemetery;- one cremation and internment
Update on any highway matters – no one present
25/241 To discuss and agree any actions relating to land supply remaining in the Parish. 
Neighbourhood plan stated 43 houses would be built between 2021 & 2034. 36 of those have now been built. 
 
25/242 To discuss and agree the appointment of surveyor to value the Glebe land.
It was RESOLVED to appoint Richard Watkinson to survey and value the Glebe land. Proposed Cllr MRo, seconded Cllr CB.
 
25/243 To discuss and agree to requesting a free survey for the MUGA from Replay Maintenance. 
It was RESOLVED to request a free survey for the MUGA from Replay Maintenance. Proposed Cllr MRo seconded Cllr CB.
25/244 To discuss and agree actions relating to the Community Field. 
It was agreed that a date would be agreed to inspect the Community Field. 
 
25/245 To receive an update on the arrangements for emptying the refuse bins which are in the park/ play area.
Update provided by District Councillor, Clerk to contact officer.
25/246 Chairs closing comments.
Thanked Councillors and Clerk for their good work and wished them a Happy Christmas. 
 
25/247 Date of next scheduled Parish Council meeting.
