MINUTES OF THE MEETING HELD ON WEDNESDAY 8 JANUARY 2025 IN THE COULBY ROOM CLAYPOLE VILLAGE HALL CLAYPOLE
AT 6.45 PM

24/343 Welcome by Chair
The Chair welcomed everyone to the meeting.
24/344 Public participation
The Chair reminded members of the public that CPC Standing Orders specifies a maximum time limit for public participation of 15 Minutes. 5 minutes to each member of public.
Representatives of an organisation spoke to Parish Council about what they considered is required in respect of MUGA surfacing.
A member of the public offered support in respect of grant funding applications and bid writing.
Another member of the public advised the PC that SKDC have funds available in their levelling up fund. Closing date for applications 31 March 2025.
24/345 Receive apologies and resolve to accept reasons for absence.
Apologies were received from Cllr SJ.
The Parish Council resolved to accept his reasons for absence.

24/346 To receive declarations of interest in items on the agenda in accordance with the requirement of the Localism Act 2011 and to consider any applications for dispensations regarding DPI’s.
Cllr. MM declared an interest in item 13c
24/347 The Parish Council resolved to approve the minutes of the Parish Council meeting held on 4 December 2024 with amendment to be added between items 337 and 338 that Cllr. PF left the meeting at 9pm.

24/348 The Chair brought forward the next item on the agenda.
To receive District and County Councillor report
County Cllr. Maughan gave an update including local and county wide flooding and devolution of Councils. Residents affected by flooding to contact Cllr. Maughan on his mobile number 07707 060022 or his email address cllra.maughan@lincolnshire.gov.uk
Members of the Parish Council asked questions in respect of devolution.
District Cllr. Wood carried on the discussion in respect of devolution SKDC budgeting and planning and National Planning Policy Framework(NPPF).
Cllr MRe left the room at 7.21pm and returned at 7.24pm. Cllr CB was asked to take the Chair during this time.
Cllr Maughan left the meeting following this item.
24/349 Update on any agreed action points
Civility and Respect Pledge to be on next agenda.
Cllr. SJ has purchased postcrete in preparation for the cemetery noticboard to be installed.
The Speed Indicator Device is now working again. Both batteries have been checked and are functioning.
24/350 Financial Matters, as follows;
a. The Parish Council received and noted bank reconciliation and bank statements
to 30 November 2024. Total held in bank accounts on 30 November 2024 was £86566.64
b. The Parish Council received and noted all receipts and payments 1 April 2024 to 31 December 2024.
c. The Parish Council approved payments made 1 December 2024 to 31 December 2024 as follows:-

24/351 To receive update on cutting of hedges around the leisure park.
Cllr. Jarman to arrange to meet Freddie Allen to discuss which hedges he considers needs cutting, check that they are PC responsibility and report back to next meeting. Quotes to be obtained once it is known the extent of the work required.
24/352 To review the Play Area Inspection report and decide on any action which needs to be taken including any work on MUGA to enable re-opening.
Cllr. MM’s email to members of PC dated 5 January 2025 with suggestions for action. It was agreed that the following issues would be actioned by Cllr. MM. Cllr PF will produce risk assessments for each job.
Small Children’s Play Area:-
Remove and replace seized padlock on litter bin.
Paint white line on the concrete around base of both seats and back fill.
Ground to be levelled at entrance gate to allow it to open fully.
Fence nuts and bolts to be tightened and replaced.
Climbing frame panels bolts to be tightened.
Uneven ground to be kept under observation.
Activity Area:-
Trees to be re-attached to stakes
Fence to be temporarily repaired with tie wraps to secure.
Fallen tree – rotten area of trunk to be removed
Timbers to be kept under observation.
Climbing net bolts to be tightened and disconnected section reattached.
MUGA:-
New coach bolt to be fitted to school fence of MUGA.
Quotes to be obtained both for cleaning surface and for resurfacing.
Signage – on fence to be removed as it has sharp edges. Sign at front of MUGA to be secured. Prices to be obtained for replacement signs.
Quotes to be obtained from external contractors to adjust and replace shackles as identified in Inspection report.
24/353 To discuss and agree action in respect of regular play area inspections
This item was missed and will be on the agenda for the next meeting.
24/354 To discuss and agree actions from Internal Audit Report.
This item was deferred to the next meeting.
24/355 The Parish Council agreed to suspend Standing Order 3x in order to continue with the meeting.
24/356 Planning

c. Other Planning Matters
The Parish Council noted decision made by PC under Scheme of Delegation to Clerk in respect of planning application 24/2042. Parish Council object to this application.
Cllr. MM offered to leave the room for this item but was advised by the Clerk that as no discussion was to take place and decision had already been made he did not need to leave the room.
24/357 Clerks Report
The Clerk reported the signed licence agreement had now been sent to Newark Brazil FC and Tallents solicitors.
Planning training has now been booked for Cllr. CB as requested by him.
Correspondence received regarding flooding on Tinsley Close – advised to contact LCC.
Precept request has been sent to SKDC.
Internal Audit actions to update items on website being carried out.
Storage boxes still to be purchased.
24/358 The Parish Council received Councillor’s verbal reports & updates for the following;
Community Park & MUGA MRe/MM
Cllr SJ to discuss planting of trees with school.
Village Hall SJ
No report as Cllr. Jarman was not at the meeting.
Cemetery PF
Nothing to report.
Riparian responsibilities with regard to cemetery land to be checked by Cllr. AM.
Update on any highway matters MRo
Cllr. PF will be checking that the correct speed is being registered on Speed Indicator Device.
24/359 The Parish Council resolved to exclude public and press under the Public Bodies (admissions to meetings) act 1960 1 (2) from items 17 and 18 of the agenda due to the confidential nature of the business.

24/360 Future of Glebe land
The Parish Council agreed in principle to get further information in respect of possible purchase glebe of land.

Options were considered and Clerk to contact LALC for advice.
24/361 Grass Cutting Contract
Areas of grass cutting were discussed.
Break down of current grass cutting payments to be checked.
The Parish Council agreed in principle that the Village Hall should be asked for a contribution to the grass cutting in respect of the areas around the village hall and side house.

An extraordinary meeting will have to be held to consider amended tender information. Cllrs. to send any suggestions for amendments to Cllr. MRe within 48 hours.
