MINUTES OF THE MEETING HELD ON THURSDAY 6TH NOVEMBER 2025 IN THE COULBY ROOM CLAYPOLE VILLAGE HALL CLAYPOLE

25/207 Welcome by Chairman
Chairman welcomed all to the meeting and opened it at 6.49pm.

Chancel insurance – covering the council look at if needed.
Item 11 & 12 – catering unit – who is leading on this.

25/209 Receive apologies and resolve to accept reasons for absence.
It was RESOLVED that apologies be accepted from Cllr Maggs, proposed DF, seconded MM.
25/210 To receive declarations of interest in items on the agenda in
accordance with the requirement of the Localism Act 2011 and to
consider any applications for dispensations regarding DPI’s.
There were none.
25/211 Approve the minutes of the Parish Council meeting held on
15 October 2025
It was RESOLVED to approve the minutes of the meeting held on 15 October 2025.
25/212 To receive District and County Councillor report
County Cllr – ongoing planning, parcels of land allocated. Making sure supporting local community.
Like to do village walk.
Flooding etc. doing ongoing work.
Speed watch could be done.
25/213 Clerks Report and update on agreed action points
Christmas tree arriving 29th November
Playground inspection – need to send detailed information – pictures taken on Saturday.
Domain not being renewed, Councillor need to make sure everything saved.
25/214 Financial Matters, as follows;
a. To note the conclusion of the audit.
This was noted, resolved that be displayed for 14 days. Proposed Charles, seconded MM.
b. To receive and note bank reconciliation and bank statements to 31st October.
It was RESOLVED to note and approve the bank reconciliation to 31st October.
c. To receive and note a summary detailed budget summary to
31st October 2025.

d. To receive and note all receipts and payments 1 April 2025 to 31st October 2025.

e. To resolve to approve and make payments as per the November 2025 payment sheet

25/215 Planning – to consider the planning application detailed below
a. S25/1852 - Take down chimney to roof level, rebuild using as many of the original bricks as possible. 32 Main Street, Claypole, Lincolnshire, NG23 5AD, App Type Listed Building Consent
Parish Council hoped reclaimed materials would be used and it would blend with existing.
b. S25/1790 Ms Laura Bachler Change of use of agricultural land to a dog walking facility (Use Class F2 Outdoor Leisure). Land At Welfen Lane, , Claypole, Newark. App Type Full Planning Permission
Hope they would ensure that all necessary infrastructure is in place for this application, eg toilets, hard standing for parking etc. Perrimeter fencing for dog compound.
25/216 To receive Councillor’s reports & updates for the following;
Community Park & MUGA
All electrics/sockets to be checked to ensure all ok - quotes to be obtained.
Local lady looking at having keep fit group on the Community field.
Need dialogue with school re right of access. Allow residents to use.
Cllr Merrin to look at how muga could be booked, system etc. Proposed Cllr MM seconded Cllr MRev

Update on any highway matters
Cllr Maggs not present.
25/217 To discuss and agree the intent to install a catering unit with disabled toilets on the community field.

25/218 To discuss and agree to submit a funding application to the Football Foundation for the catering unit with disabled toilets

25/219 To discuss and agree any actions relating to land supply remaining in the Parish.

25/220 To discuss and agree actions relating to possible purchase of the Glebe land.

25/221 To discuss issues and agree any possible actions with parking around the school.
It was RESLOVED to ask County Cllr, to carry out a walk around the village. Proposed Cllr Mro Seconded Cllr DF.
25/222 To discuss and agree actions relating to the Community Field.
It was RESOLVED to carry out a walk around the Community Playing Field. Proposed Cllr MM seconded Cllr DF.
25/223 To discuss and approve the Publications Scheme.

25/224 To discuss and approve the Investment Policy.

25/225 To discuss and approve the Cemetery and Garden of Remembrance Rules and Regulations.
It was RESOLVED to approve the Cemetery and Garden of Remembrance Rules and Regulations. Proposed Cllr MM seconded Cllr MRev.
25/226 To discuss and agree actions relating to the budget working group.
It was RESOLVED that the budget working group would meet before the next meeting.
25/227 To discuss and agree actions relating to investment of funds with CCLA.
It was RESOLVED to open a Public Sector Deposit Fund with CCLA. All to be a signature. Proposed Cllr MM seconded Cllr MRo.
25/228 To consider the arrangements for emptying the refuse bins which are in the park/ play area.
Waiting for further information from Cllr Woods.
25/229 Chairs closing comments.
