MINUTES OF THE MEETING HELD ON WEDNESDAY 6 MARCH 2024 IN THE COULBY ROOM CLAYPOLE VILLAGE HALL CLAYPOLE AT 7.00 PM

24/50 Welcome from Chair.

Chair announced the meeting would be recorded.

24/51 Public 

There were three members of the public present. Feedback was given on the extremely successful village litter pick which was held recently. Extra help will be needed to organise the next event. An update was also given in respect of the new trees at the park. It is thought approximately ten of these are dead and will need to be removed. This work is due to be carried out on 14 March 2023.

24/52 To receive and accept Apologies for Absence

Apologies received and reasons accepted for Cllr Round. Cllr Maggs had notified that she would be late.

24/53 To receive Declarations of Interest in accordance with the requirements of the Localism Act 2011 and to consider any applications for dispensations regarding DPI’s

Cllr Furey declared an interest in item 13a S24/0268.

24/54 The Parish Council resolved to approve the minutes of the Parish Council meeting held on 7 February 2024 resolved to approve the minutes of the Parish Council extraordinary meeting held on 29 February 2024

The Chair signed the minutes of the meeting held on 4 January 2024 and approved at the meeting held on 7 February 2024. (The minute numbers were updated)

24/55 To consider nominations for Vice Chair of the Parish Council

The Chair asked for any nominations for Vice Chair.  Cllr. MRe nominated himself. The Parish Council resolved that Cllr. MRe take up the position of Vice Chair. Proposed Cllr. AM Seconded Cllr. SJ All in favour

24/56 Update on any agreed action points

No outstanding action points.

24/57 Clerks Report

Clerk has been in touch with the appointed internal auditor and supplied information for them to begin the audit for 2022-23 and 2023-24. She reported that Scribe, the new accounts package, was being populated with information for financial year 2022-23 and 2023-24 and HMRC had been contacted regarding setting up of PAYE.

24/58 To receive Councillor’s reports & updates for the following;

a. Community Park & MUGA

There has been an initial consultation with solicitor in respect of drawing up 

of a lease. Cllr MRe to send out letter of engagement to all members of the 

council for consideration, this will need to be signed by Chair.

b. Village Hall; 

Cllr SJ was unable to attend the last meeting of the Village Hall Committee.

Member of public gave update in respect of open day to be held on 24 March 2024. Members of PC all invited to attend. Details of new activities will be in the newsletter and on the village hall Facebook page.

c. Cemetery;

Cllr. PF advised that the ground in the cemetery is still extremely wet.

24/59 To receive District and County Councillor report

District Cllr. P Wood gave a verbal report.

Apologies were received from County Cllr. A Maughan His written report was read out by the Chair.

24/60 Financial Matters, as follows;

a. The Parish Council noted updated receipts & payments circulated prior to meeting.

b. The Parish Council noted Financial report circulated prior to meeting and resolved to make payments listed on the report.

c. The Parish Council resolved to add Anne Pallett (Clerk) to the Bank Mandate, with read access only. Proposed Cllr MRe Seconded Cllr CB All in favour

24/61 Planning

a. The Parish Council considered planning applications (listed below)

Proposal: Single storey rear extension following demolition of existing conservatory

Location: 19 Swallow Drive, Claypole, Lincolnshire, NG23 5FG

Cllr. PF declared an interest and left the room for this item. The Parish Council had no objection to this application.

c. Other Planning Matters

The Parish Council considered a possible planning enforcement issue. District Cllr. Wood to pass this information on to SKDC Planning Enforcement Officer.

24/62 Highways matters:

There were no highways matters to discuss.

24/63 To agree response to South Kesteven District Council Local Plan Consultation.

The Parish Council discussed the proposal that Claypole be classified as a larger village in the proposed SKDC Local Plan.  District Cllr. Wood agreed to arrange a meeting, for members of the Parish Council, with SKDC in order that they can give an explanation of the reasons behind this decision. 

24/64 Correspondence:

Email from member of public commenting on Public Interest Report

The Parish Council agreed response to be sent by Clerk to member of public in respect of the recent Public Interest Report.

24/65 To discuss and agree response to matters raised on Social Media

Cllr AM passed on information to members of the council in respect of messages received from members of the public on the PC Facebook page. Responses were agreed and Cllr. AM will reply to members of public.

24/66 To consider dog waste bins in high volume dog walking areas.

The Parish Council discussed the issue of dog owners not taking away their dog waste and leaving dog waste bags. A notice is to be put out on the Parish Council Facebook page asking dog owners to be responsible and take their dog waste bags to the nearest public waste bin or to their own bin.

24/67 The Parish Council resolved to exclude public and press under the Public Bodies (admissions to meetings) act 1960 1 (2) from item 20

24/68 The Parish Council agreed that Cllr. MRe would put together a draft tender document to bring back to PC for agreement. Clerk to contact grass cutting contractor.
