GRANTS AND DONATIONS POLICY

 

  1. PRINCIPLES
    1. The Parish Council has adopted the following vision statement:

 

Our role and objectives are to make Claypole a better place for its residents; to encourage social cohesion; to encourage and support individuals and organisations whose aims coincide with our own objectives; to provide and maintain amenities for the benefit of all members of the community, irrespective of age, gender, disability, race, etc; to listen to the ideas and concerns of the community and to represent their interests wherever we have the power to do so.

 

  1. GRANTS.

The Parish Council has not the resources to be a significant “grant provider” or funding organisation.  However, the Parish Council does wish to support local organisations whose activities are consistent with our vision statement, and accordingly will make a financial provision each year to enable us to give limited financial support where requested.  The Parish Council is also willing to give support or endorsement to applications to funding bodies made by local organisations where the objective is consistent with our vision statement.

  1. DONATIONS.

 

Similarly, while the Parish Council does not have the resources to make large donations, it will consider donations to local causes which are consistent with our vision statement, and to external causes which would assist the Parish Council to fulfil its vision, and where there is clear local support for making a donation

 

  1. GRANTS.

2.1 Applications for grants must be made in writing to the Clerk to the Parish Council;

2.2 An application must be by, or on behalf of, a formally constituted organisation, or on behalf of a group of Claypole residents acting collectively;

2.3 The application should explain the purpose to which any grant would be put.  The application should state the total cost of the activity or “project”, what support is being sought from the Parish Council, and what funds have been secured from other parties.

2.4  An applicant may be invited to attend a meeting of the Parish Council to answer relevant questions by council members before a decision is made.

2.5 Any grant made will be at the total discretion of the Parish Council whose decision will be final.  Any single grant will normally not exceed £200.

3. DONATIONS.

3.1 The Parish Council will consider proposals for donations made by organisations, both within Claypole and external, that are seeking financial support; by members of the Parish Council; or by Claypole residents.

3.2 Any donation made must be for a cause consistent with the Council’s vision statement, OR must be for a cause that would assist fulfilling the Parish Council’s objectives as contained in that statement, OR for a cause that can demonstrate widespread support across the Claypole community.

3.3 Any proposal made to the Parish Council, unless arising from an agenda item, must be made in writing to the Clerk to the Parish Council, and state the sum being proposed.

3.4 Any donation made will be at the total discretion of the Parish Council whose decision will be final.  Any single donation will normally not exceed £50.

 

  1. PAYMENTS

All payments, whether for grants or donations, will be paid by cheque to a named organisation.  No payments will be made in cash.

  1. BUDGET

To achieve its aim of making limited grants and donations, the Parish Council will make suitable provision in its annual budget.  The Parish Council will review annually the provision made to ensure that, within what can be afforded against the Council’s priorities, it is adequate to meet foreseeable requests.
